The Link is a newsletter of the Parent Information Center of Delaware, Inc. It is a quarterly publication, and is funded through reader contributions, U. S. Department of Education, Office of Special Education Programs, and the Exceptional Children/Early Childhood Division/Delaware Department of Education.
